Description
Ah, it's all become so embarrassingly clear! Arugal hardly had any magic at all, let alone enough to create the worgen. 'Arugal's Curse.' Pah! Barely potent enough to last a few seconds.
These shackles prove he can bind the beasts, not create them. The worgen clearly spread their curse a different way. I would know how.
Go to the Greymane Wall to the south. The worgen seem to be spreading to the humans nearby. Tear the beasts apart and bring me whatever you find. This requires a more direct approach.
